This is actually pretty common knowledge, especially if you're familiar with altchans. CSAM has been spammed on websites since the beginning of the internet, about 90% of it is done by some sort of automated bots that trawl the web for sites that feature comment sections or posting abilities. All of the CSAM spam you see on IBs is either scams or honey pots, as CSAM will never actually be sold on the clearnet. AFAIK, the scam usually goes like:
>Advertise CSAM for sale
>Hook some nonce that isn't familiar with the internet
>Steal his money, then refuse to give it back or else you contact the police with his information
>Make profit

These persons (it's more apt to say organizations) take great care to veil and obfuscate their identities. Even if someone did have their IP address, they're usually based in countries with either very intense personal privacy laws or very ineffective law enforcement. E.g., the ones from Russia are located in cities with very corrupt law enforcement that will be bribed out whenever they're contacted.

It's not so much "gatekeeping" the personal information, it's more so the personal information is very difficult to ascertain. Usually they're using multiple aliases, multiple VPNs or onions, multiple devices, etc.. Since virtually every spammer is from outside the Anglosphere, it's almost pointless to try and reveal any personal information that is collected anyway because of the differences between the English web versus, say, the Russian web.
